SUMMARY: Manage the day to day operations of the Palliative Care Program in accordance with company goals, practice standards, and established policies and procedures. Collaborate with the Palliative Care Medical Director to ensure adherence to evidence based practice standards and regulatory requirements for Palliative Care services. Supervise and coordinate Palliative Care staff and activities to provide quality and effective patient care. Foster effective and courteous communication with physicians, staff, Monarch support team, vendors and administration on all matters related to clinical operations.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

1. Manage the daily operations of the Palliative Care Program and associated services provided in collaboration with the Palliative Care Medical Director, Premier Senior Vice President, and other aligned Clinical Teams. Assures support for palliative consultations for both outpatient and hospitalized patients needing palliative care.
2. Provide direct supervision of Palliative Care Program staff (nurse practitioners, nurse clinicians, social workers, chaplain, etc.) including interviewing and hiring candidates, orientation and training, coaching and counseling, performance reviews, and terminations. Serve as a key problem-solving resource for staff on operational issues.
3. Assist the Senior Vice President and Palliative Care Medical Director in developing and implementing both short-term and long-term strategic plans to meet the clinical and financial goals of the Palliative Care Program.
4. Actively participate in planning and administration of the Palliative Care Program‚s budget as assigned. Provide input on projections and reports as required for development and management of budget.
5. Monitor the monthly financial performance of the Palliative Care Program against the budget and take corrective action when necessary.
6. Enhance the operational effectiveness and efficiency of the Palliative Care Program by emphasizing high-quality patient care delivered in the most cost effective manner.
7. Compile and analyze data on the patient care experience (patient satisfaction), quality, performance, and productivity and prepare reports for administration.
8. Develop and implement operating policies and procedures, quality assurance plans and work standards in line with Monarch‚s Mission, goals and objectives.
9. Ensure a culture of continuous improvement through oversight of quality monitoring, regulatory compliance, risk management, and performance improvement activities.
10. Negotiate palliative care agreements with local hospitals in order to expand the Palliative Care Program‚s FFS (non-managed care) business.
11. Ensure compliance with departmental and Monarch HealthCare policies and procedures, and participate on internal committees as required.
12. Utilize the NextGen Practice Management System to document all patient encounters and ensure that medical records remain up to date. Work collaboratively with the NextGen project team, Senior Vice President, physicians and staff to define and implement best practice for the NextGen EPM.
13. Together with the Palliative Care Medical Director, serve as the internal representative of the Palliative Care Program in all Monarch meetings. Interface with other Monarch departments as necessary. Develop and maintain effective working relationships with staff, other departments, and administration to heighten the awareness and promote a positive image for the Palliative Care Program.
14. Together with the Palliative Care Medical Director, serve as the "public" representative to promote the Palliative Care Program to patients, physicians, hospitals, professional and community groups, and regulatory agencies.
15. Assist the Palliative Care Medical Director with the implementation of best practice policies and guidelines.
16. Attend relevant seminars and professional association meetings to ensure compliance with professional standards. Establish and maintain an active network of professional contacts.
17. Maintain compliance with established governmental regulations, health care industry requirements/standards, policies and procedures, safety, environmental and infection control, and codes and requirements of accreditation agencies.

Skills / Requirements

EDUCATION and/or EXPERIENCE: Bachelor‚s degree (BA/BS) or equivalent experience in a related field (Nursing, Social Work, Health Care Administration); Minimum of 5 years experience in acute care, 2-3 years experience in palliative care, and 2-3 years management/supervisory experience. Effective oral and written communication skills.

SUPERVISORY SKILLS: 5 to 8 year‚s prior experience managing employees both on and offsite. Provide employee performance and skill development feedback and guidance, including performance evaluations, mentoring, and performance improvement plans including terminations.

OTHER SKILLS and ABILITIES: Budget preparation and fiscal management. Able to gather complex data, compile usable information and prepare reports that are understandable by members of the organization. Strong analytical and problem solving skills. Use sound, independent judgment to manage confidential information. Clearly communicate medical information to professional practitioners and/or the general public. Strong management skills. Computer proficient in Microsoft Office products (e.g. Outlook, Word, and Excel), and electronic health records software programs. Able to work in a fast-paced environment. Demonstrates commitment to philosophy, mission, and objectives of palliative care and end of life care. Must hold and maintain a current/valid California Driver‚s License.
